Here are some tips for choosing the right painter:

PRICE:  Shop around.  If a contractor is especially busy, they may tend to 'bid high'.  If they're not busy, you're likely to get a better price.  While price is important, it shouldn't be your only consideration. 
SCHEDULE: Depending on how busy the contractor is, scheduling may be an issue.  Are you in a hurry?  Or can the project wait? 
PROJECT SPECS:  How much do you know about the project specifications?  If you know exactly what you want, and can convey this accurately to the contractor, the price you end up paying is likely to be be close to your estimate.  However, if don't quite know what you want, your estimate may may not be near your final price.  If you think you need help finishing the design specs, be sure that you choose a contractor that you can work with.  If you can't communicate well, the project may not come out the way you planned. 
REPUTATION:  It's important that your project turns out well.  While choosing an especially well-known contractor can help ensure that the job is done right, it's no guarantee.  And you may pay a premium for the name.  Before hiring someone, be sure to meet them and ask for references.  Even if you don't end up talking to the references, it's important to know that there are customers that are willing to talk about their experiences.

Moving to a new home?:  If you're moving to a new neighborhood, you'll have some special needs.  Be sure to consider the following:

MOVE-IN DATE:  If there are rooms that you're sure you want painted, you should try to schedule the work to be done immediately after settlement.  This way the painter will be able to work before your furniture arrives. 
SETTLING IN:  For many rooms, you'll want to settle into your house before making color decisions.  Consider what furniture will be in each room, how the sun shines in the house, the type and color of flooring, and color of adjoining rooms. 
COLOR PLAN:  Before you paint anything, try to make a color plan of how your whole house will look.  You don't need to do all the work at once, but you should try to build toward a consistent vision of how your house should look.
